Does the world clock adjust for daylight saving time?

Yes. It uses live timezone rules, including daylight saving, so each city shows its real current local time. This matters because DST shifts a zone's offset by an hour for part of the year, which a fixed offset would get wrong.

Why is it already tomorrow in some cities?

Timezones span the whole globe, so when it is late evening in one place it can already be the next day far to the east. The clock shows each city's real local date and time, making the day difference clear rather than confusing.

Why do some cities differ by 30 or 45 minutes?

Not every timezone is a whole-hour offset from UTC. India is +5:30, Nepal +5:45 and parts of Australia use half-hour offsets, so some cities will not line up on the hour with others. The clock handles these fractional offsets correctly.
